ADVANCING MULTI-HAZARD EARLY WARNING SYSTEM (MHEWS) TO SUPPORT ENHANCED DISASTER RISK REDUCTION (DRR) IN GHANA (“GH-RESPOND”)
The Environmental Protection Authority Ghana (EPA) intends to apply part of its budgetary allocation to payments under the contract for the development of a Green Climate Fund Funding Proposal for the project titled “Advancing Multi-Hazard Early Warning System (MHEWS) to support enhanced Disaster Risk Reduction (DRR) in Ghana (“GH-RESPOND”)”.
Background:
Ghana faces escalating climate risks driven by increasing variability and intensity of weather patterns, including floods, droughts, and extreme heat events. Consequently, vulnerable communities are disproportionately impacted, with significant social and economic consequences affecting livelihoods, public health, and infrastructure. Recognizing the urgent need to address these challenges, the Environmental Protection Authority (EPA), in collaboration with the Government of Ghana and key stakeholders, has initiated the GH-RESPOND Project (Ghana Resilience and Emergency Support Platform).
GH-RESPOND aims to enhance community resilience to climate-induced hazards by establishing a robust Impact-Based Multi-Hazard Early Warning System (IB-MHEWS). The project integrates climate information services and anticipatory action mechanisms to ensure the availability of timely, accurate, and actionable early warnings for disaster risk reduction. The project is aligned with Ghana’s Nationally Determined Contributions (NDCs) and other national priorities, including the National Climate Change Policy and National Disaster Risk Reduction Policy.
As part of the preparation for the full funding proposal to the Green Climate Fund (GCF), the EPA has sought resources under the GCF’s Project Preparation Facility (PPF) to conduct feasibility studies, stakeholder consultations, and capacity assessments. These preparatory activities are critical to refining the project design, ensuring its relevance, and achieving transformative climate resilience outcomes for Ghana.
Against this background, EPA seeks the services of consultancy firms and individuals to support the preparation of the GH-RESPOND Funding Proposal. The services are as follows:
CONSULTANCY SERVICES:
Feasibility Studies for the GH-RESPOND Project.
Environmental and Social Studies, including Indigenous peoples and gender studies
a. Environmental
b. Social Safeguard and Gender
Identification of Programme and Project-level Indicators for the GH-RESPOND project.
Legal Specialist/Firm for the GH-RESPOND project

Project Development Advisory Services
The Environmental Protection Authority Ghana (EPA) now invites eligible consultancy firms and individuals to indicate their interest in providing the above assignments. Interested firms/ individuals must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms may associate with others to enhance their qualifications.
Firms will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana and shall meet the following criteria:

a) Valid Certificate of Registration of Firm
b) Valid Tax Clearance Certificate/ Evidence of Renewal

c) Valid GRA/VAT Certificate
d) Valid SSNIT Certificate/ Evidence of Renewal
