Penal system must reform offenders

Justice, essentially said to be the judgement involved in the determination of rights and the assignment of rewards and punishments, is an onerous responsibility.

This is especially so when one or more persons, with all the frailties and limitations of humans, have to make decisions that may affect others positively or negatively.

Justice, it is said, rests with God whom all religions and persuasions consider to be the final arbiter. 

 But in the world of the human, where the Almighty arbiter rules in the supernatural realm, the axis of justice delivery is placed in the hands of a specially trained group of persons with rich experiences of human nature and having a peculiar disposition to making the right assessments and judgements.

These are the people we often refer to as judges or magistrates, who sit in the courts and adjudicate cases and  decide between good and evil, thereby administering rewards or punishments.
