AESL to train local govt officials in contract administration

The Architectural Engineering Services Limited (AESL) has initiated a programme to train district, municipal and metropolitan assemblies’ officials on contract administration to ensure better project delivery.

The programme, which will be rolled out in 2016, has become necessary because of the difficulties associated with project implementation and delivery by local contractors and artisans, especially in the rural communities.

 

 The Managing Director of AESL, Mr Louis Satchmo Atongo, made this known at the opening of a two-day end-of-year management meeting in Kumasi.

The meeting was attended by 10 regional consultants and AESL heads of departments.

 Inexperienced contractors

Mr Atongo said the AESL had encountered a considerable number of problems while working with inexperienced contractors and had always been compelled by the situation to explain basic items and drawing details to them.

He also said the poor quality skills of most rural artisans was partly responsible for the deplorable state of buildings but the situation could be rectified with improved methods of construction.

 The managing director further said the commitment of the government to provide houses for workers had been captured in the 2016 budget in which priority had been given to the creation of the Ghana Infrastructure Investment Fund (GIIF) and implementation of the public-private partnership (PPP) scheme for funding projects.

 Decentralisation

Mr Atongo said as a result of the decentralisation of government operations at the local government level, including the Common Fund Operations, the AESL could offer consultancy services in the provision of rural housing.

He said the assemblies could team up with AESL and other private parties to acquire land in the regions and districts, adding that the AESL could provide layout schemes for the construction of various house types.
