Government to introduce national VAT reward scheme next year

The Ministry of Finance will next year introduce a National Value Added Tax Reward Scheme and deploy fiscal electronic devices as part of reforms aimed at improving tax compliance and reducing revenue leakages.

The Finance Minister, Dr Ato Forson, announced the measures on December 10, 2025, after meeting officials of the Large Taxpayer Office at VAT House in Accra.

A post on the Ministry of Finance's Facebook page stated that under the scheme, VAT receipts collected by compliant taxpayers will be entered into national draws, offering participants the chance to win rewards.

Dr Ato Forson said the move is expected to encourage more Ghanaians to request receipts and reduce leakages in the VAT chain.

He said the reward scheme forms part of broader tax administration changes planned for next year. These include a redesigned VAT system and the use of fiscal electronic devices to improve compliance, transparency and data accuracy.

During the interaction at VAT House, Dr Ato Forson said he intended to strengthen the work of the Large Taxpayer Office and address challenges that slow revenue mobilisation.

Parliament passed the Value Added Tax Bill 2025 on November 26, 2025.

The bill, which is awaiting presidential assent, abolished the COVID-19 Health Recovery Levy and reduced the effective VAT rate from 21.9 per cent to 20 per cent.

Dr Ato Forson said the combined measures will support the government’s drive for growth, jobs and economic transformation.
