Four in court over parcel that landed traveller in Qatar jail

Four people have appeared before an Accra Circuit Court for allegedly concealing 4.6 kilogrammes of marijuana in a parcel given to a traveller for delivery in Qatar.

The traveller, David Vouganye, was arrested after authorities in Doha, Qatar, found the suspected narcotic drugs hidden among food and personal care items in the parcel. He was subsequently prosecuted in Qatar and is currently serving a 25-year prison sentence.

The four accused persons are Isaac Techie-Menson, 57; Comfort Ofosu, 25; Catherine Quaye, 43, all travel agents and Kwaku Blorme, 38, a tiler.

They were before the court presided over by Stephen Sarpong last Tuesday, charged with unlawful control of narcotic drugs and engaging in prohibited business relating to narcotic drugs.

The four pleaded not guilty to the charges and were granted bail in the sum of GH¢100,000 each with three sureties.

The court ordered that the sureties must reside within its jurisdiction, while one of them must justify the bail with landed property valued at not less than the bail sum.

The accused persons were also directed to report to the investigator handling the case every fortnight.


They are expected to reappear before the court on August 3, 2026.

Brief background

Presenting the facts of the case, the prosecutor, C/Insp Maxwell Oppong, said the Drug Law Enforcement Unit of the Criminal Investigation Department (CID) received a complaint on October 30, 2025, from Mr Kwasi Dari, the father of Vouganye.

According to the prosecution, Mr Dari reported that on October 13, 2025, Techie-Menson and Ms Ofosu gave a parcel to his son, who was travelling to Doha, Qatar.

Vouganye was allegedly asked to deliver the parcel to a person who was expected to meet him at the airport in Qatar.

The prosecution said that during arrival checks on October 14, 2025, authorities at the airport in Qatar intercepted the parcel and allegedly detected substances suspected to be narcotic drugs concealed inside.

Vouganye was subsequently arrested, prosecuted and sentenced to 25 years' imprisonment in Qatar.

C/Insp Sarpong said that on October 30, 2025, Mr Dari spotted Techie-Menson and Ms Ofosu at the airport in Accra, and with the assistance of the Airport Police, they were arrested.

During investigations, Techie-Menson and Ms Ofosu allegedly identified Ms Quaye as the person who had brought the parcel to them for onward delivery through a passenger travelling to Doha.

He added that Ms Quaye was subsequently arrested. In her statement, she allegedly identified Blorme as the person who gave her the parcel.

The prosecutor said Ms Quaye told investigators that when she inspected the parcel, she saw gari and sealed containers of Ever Sheen cocoa butter.

“Blorme, however, allegedly admitted sending a parcel to Ms Quaye but maintained that it contained only food and personal care items, including fante kenkey and epiderm cream,” he added.

The prosecutor added that investigations into the case were ongoing and that a formal request had been sent to authorities in Qatar through Interpol for full details of the case involving Vouganye.
