Ghana backs Trump's Russia-Ukraine Peace Plan

The government of Ghana has welcomed the proposed peace plan by the United States of America (USA) to help resolve the Russia-Ukraine war.

President Donald Trump has a 28-point Peace Plan aimed at ensuring dialogue between parties in the conflict and establishing a road map for the rebuilding of both countries. 

In a statement dated November 30, 2025 and issued by the Ministry of Foreign Affairs in Accra, Ghana reaffirmed its unwavering commitment to global peace, stability, and principles of international cooperation as proposed in the White House's 28-Point Peace Plan. 

"Ghana welcomes President Donald J. Trump’s proposed peace framework aimed at resolving the ongoing conflict between Russia and Ukraine.

"Ghana believes that any initiative, which prioritises dialogue, mutual respect and the cessation of hostilities, deserves serious consideration by the international community," it said.

28-Point Peace Plan

According to the peace plan, "Ukraine’s sovereignty will be confirmed and a comprehensive non-aggression agreement will be concluded between Russia, Ukraine, and Europe. All ambiguities of the last 30 years will be considered settled." 

The plan proposes that Russia will not invade neighbouring countries and NATO will not expand further; while "Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future."

Also, a $100 billion frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine.

The US is expected to receive 50 per cent of the profits from this venture. 

Meanwhile, Europe will add $100 billion to increase the amount of investment available for Ukraine’s reconstruction, with frozen European funds also unfrozen. 

The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas. 

This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict.

Nonetheless, territories like Crimea, Luhansk, and Donetsk annexed by Russia within the course of the conflict will be recognised as de facto Russian.

Also, "Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact". Meanwhile, Russia will relinquish other agreed territories it controls outside the five regions, among others.

Commitment 

Ghana's Ministry of Foreign Affairs said the proposed framework underscored the importance of protecting civilian lives, restoring territorial integrity and fostering conditions for long term reconciliation.

It added that as a nation with proud tradition of peacekeeping and mediation, the nation stands ready to support constructive efforts that advance these goals. 

The MFA also encouraged all parties involved in the conflict to engage in the negotiations in good faith and to place the welfare of their people above political differences.

It reaffirmed the country's commitment to working alongside regional and global partners to ensure that peace, security and prosperity prevailed in every part of the world.
