Ghana signs three agreements with St Kitts and Nevis under Accra Reset initiative

President John Dramani Mahama has signed three agreements with the Prime Minister of St Kitts and Nevis, Dr Terrance Michael Drew, covering healthcare, labour, visa-free travel and diplomatic relations.

The agreements were concluded at the Jubilee House in Accra on Wednesday, March 4, 2026, following a closed-door meeting between the two leaders and subsequent bilateral talks involving senior officials from both countries.

The memoranda of understanding provide for a formal political consultation mechanism between the two governments, a visa exemption arrangement for holders of ordinary passports, and a labour agreement to regulate the recruitment of Ghanaian medical professionals by St Kitts and Nevis.

Speaking at the opening of the bilateral session, President Mahama said the partnership formed part of his administration’s Accra Reset Initiative, which seeks to reposition Ghana’s engagement with global partners.

“Under the Accra Reset Initiative, I have been leading such a charge to translate our sovereignty into execution, investments, and shared prosperity,” he said. “We must be united, we must mobilise our common resolve, and we must develop our nations for the benefit of our own people.”

The President also addressed global power relations, urging African countries to remain alert to actions that may undermine their interests.

“Some are bold to speak of a new form of colonisation of resources that will enable them to sustain a Western civilisation that serves their kind. As Africans, we cannot be ignorant of the devices of those who seek to work against our interests or who would want to put divisions in our midst as one global African family,” he said.

The discussions covered health, tourism, reparations and visa arrangements, with both delegations making submissions in each area.

Under the labour agreement, St Kitts and Nevis has been added as a destination under Ghana’s Caribbean health worker deployment programme, which allows for the structured recruitment of Ghanaian medical professionals.

On reparations, President Mahama, who serves as the African Union Champion for Reparations, is expected to present a resolution at the United Nations General Assembly later this month. The resolution seeks recognition of the transatlantic slave trade as a crime against humanity. Ghana’s Special Envoy on Reparations, Dr Ekow Spio Garbrah, was present at the bilateral talks.

Prime Minister Drew, who chairs CARICOM, said his government supports the reparations agenda.

“The question of reparatory justice remains a global conversation not simply about compensation, but about recognition, repair, and the restructuring of global systems that were built on exploitation,” he said. “Reparations are about restoring dignity, creating equitable opportunities, a gateway for deeper Africa-Caribbean engagement.”

Tourism also featured in the discussions. Dr Drew is expected to visit the W.E.B. Du Bois Memorial Centre for Pan-African Culture and the Kwame Nkrumah Memorial Park in Accra. He will also travel to Cape Coast to visit the Cape Coast Castle, where he will be received by local authorities.

He is scheduled to attend Ghana’s 69th Independence Day anniversary on March 6, 2026, as part of his five-day visit.
