Government pushes affordable housing drive as 800-unit Kpone project nears completion

The Minister for Works, Housing and Water Resources, Kenneth Gilbert Adjei, has reaffirmed the government’s commitment to expanding access to affordable housing, stressing that the sector remains a key national priority.

Speaking to the media on Wednesday, April 15, 2026, after an inspection tour of projects being executed by TDC Ghana Ltd in Tema and Kpone, Mr Adjei said the Ministry was focused on increasing both the availability and affordability of housing across the country.

He noted that the administration of President John Dramani Mahama was working to provide sustainable housing solutions to help address Ghana’s housing deficit.

The Minister commended TDC for the significant progress made on the 800 two-bedroom housing units under Phase Four of the Kpone Affordable Housing Project, which is expected to be completed by September this year.

Construction, which began in 2025, has reached advanced stages, with several buildings currently at roofing, plastering and painting levels.

Mr Adjei said the units, mostly two-bedroom apartments fitted with modern facilities, were designed to be affordable for public sector workers, including teachers, nurses and security personnel.

He further disclosed that an additional 120 housing units are planned under the next phase, bringing the total to over 1,000 units by the end of the year.

Already, Phases One to Three of the project have delivered 1,000 housing units.

Describing the initiative as “truly affordable”, the Minister encouraged Ghanaians, particularly public sector workers, to take advantage of the opportunity.

Inspection tour of project sites

The Minister, accompanied by the Chief Director of the Ministry, Irene Messiba, and TDC management, toured key project sites to assess progress and ongoing redevelopment within the acquisition area. The sites included Community 1, Site 3, Kaizer Flats, Community 4, and Community 26 under the Kpone Affordable Housing Project.

During the tour, Mr Adjei also inspected a proposed TDC multipurpose event centre in Tema. He explained that the facility would host official meetings during weekdays and social events such as weddings at weekends.

He added that the centre would also be available for public rental. Construction is expected to begin in May and be completed by the end of the year.

At Kaizer Flats, the Minister expressed concern over unsafe living conditions and directed TDC to formally notify tenants about the risks.

He warned that residents who refuse relocation must sign a disclaimer indicating that they remain on site at their own risk.

He emphasised that government could not be held responsible should any disaster occur if residents ignore alternative accommodation within the affordable housing enclave.

He also visited the Community One Site Three infill project, where two additional 15-storey apartment blocks are planned for construction.

Zero tolerance for delays

Meanwhile, the Managing Director of TDC Ghana Ltd, Courage Makafui Nunekpeku, has warned contractors under the Kpone Affordable Housing Project that contracts could be terminated over poor performance.

He criticised one contractor responsible for 10 blocks for falling significantly behind schedule despite having received payments.

“This contractor is responsible for 10 blocks, yet the level of work is clearly below expectation. Across the community, others are making visible progress, but this particular site tells a different story,” he stated.

He stressed that TDC had consistently met its financial obligations, adding that payments were made promptly upon certification of completed work.

“We have not defaulted in payments. The records are clear, so there is no justification for the lack of progress,” he said.

Mr Nunekpeku indicated that TDC was prepared to enforce contractual provisions, including termination, to ensure timely completion of the project.
