The presentation, made by the Ministry of Local Government and Rural Development (MLGRD), in collaboration with Agence Francaise de Developpement (AFD), a French development agency, formed part of the 40.5 million Euro Ghana Urban Management Pilot Project (GUMPP) to support local government administration.

The GUMPP is currently being implemented in Kumasi, Tamale, Sekondi-Takoradi and Ho.

Projects

In Tamale, funds from the GUMPP are being used to construct a storm drain and a retention pond at Gumani to help reduce flooding, a park at Aboabo; rehabilitate the Tamale Abattoir, upgrade the Tishiegu and Moshie Zongo communities and construct  a school and a public toilet.

In Kumasi, the GUMPP is geared towards financing the expansion of the Atonsu, Old Tafo and the Asawase markets, as well as the extension of the landfill site at Oti.

The programme also intends to finance the construction of infrastructure facilities at Kokompe in Sekondi-Takoradi to upgrade the industrial area into a light industrial enclave and construct an integrated social centre at Effiakuma.

In Ho, the project is financing the reconstruction of the Ho Central Market, an engineered landfill site for solid and liquid waste treatment and an abattoir.

Focus of France

In an address, the Resident Manager of Alliance Francaise, Ms Amelie July, said urban management and support to local governments was one of the three sectors of focus for France in Ghana.

She said aside support from the French Embassy towards the decentralisation process, ongoing AFD finance in the local government sector amounted to more than 100 million Euros.

Over the past 10 years, she indicated, the AFD’s total finance of the local government sector had been over 230 million Euro, including contribution to the District Development Facility (DDF), financing of urban transport and development, environmental sanitation and rural water and sanitation projects.

Ms July said under the GUMPP, other support measures such as a street naming and property- addressing system, valuation and other programmes in urban management, would be provided.

She expressed the hope that the programme would enhance the living conditions of the people in the four assemblies and also strengthen urban management.

Support laudable

The Minister of Local Government and Rural Development, Mr Julius Debrah, lauded the support of AFD to urban development in the country and expressed optimism that the vans would be used for the intended purpose.
