Over 1,500 post-election public sector appointments cleared after review

A government committee established by the Chief of Staff to review post-election recruitments, appointments and promotions in the public service has recommended the revocation of 541 appointments, while clearing 1,539 others to remain in their positions.

The Presidential Spokesperson, Felix Kwakye Ofosu, disclosed this at a press briefing on March 3, 2026. He said the committee examined 2,080 cases submitted by institutions that appeared before it, following a directive issued after the December 7, 2024, general elections.

According to him, 1,539 of the reviewed cases were upheld because they complied with due process and the individuals involved had received their appointment letters before December 7, 2024, attaining a pass mark of 80 per cent or more.

The remaining 541 appointments were recommended for revocation on the grounds that their processes were completed after December 7, 2024 and failed to meet the required threshold.

Mr Kwakye Ofosu said 28 out of the 36 institutions that appeared before the committee had initiated their recruitment processes prior to the elections. He added that 13 institutions complied with the directive by revoking appointments, while 17 others sought guidance from the Office of the President rather than proceeding with revocations.

He noted that 879 appointments had already been revoked by institutions before the committee concluded its work, a number exceeding the 541 cases recommended for revocation. He explained that the difference arose from the committee’s decision to grant relief in certain cases.

“There were some of our compatriots who suffered some disability,” he said, in reference to persons with disabilities within the Ghana Education Service whose recruitment processes did not fully satisfy the requirements.

“Because of their peculiar situation and the hardship that could be imposed upon them if we were to enforce this directive, they were given some clemency,” he added, stating that such individuals would be allowed to regularise their status and remain in the public service.

Mr Kwakye Ofosu further indicated that 16 of the reported cases were largely payroll-related.

He accused the previous administration of Nana Addo Dankwa Akufo-Addo of sanctioning irregular appointments despite being aware that due processes had not been satisfied. “The previous government was fully aware that basic requirements were not met in those cases and still went ahead to sanction them,” he said.

“They disregarded the incoming administration’s requests to be consulted on such matters so that there could be a common understanding and a review of the processes to ensure they complied with the laid-down rules.”

Dismissing suggestions of political targeting, he maintained that the exercise was grounded in procedural compliance.

“The decision to revoke these appointments was not based on a witch hunt. There was no political motive beyond the desire to uphold due process and ensure compliance with the rules governing such recruitments and appointments,” he said. “It was done without malice towards anyone. It was a necessary step to uphold the rule of law and ensure accountability.”

Institutions whose recruitments were reviewed include the Electricity Company of Ghana, the Ghana Highway Authority, the Ghana Ports and Harbours Authority, the National Health Insurance Authority, Metro Mass Transit Limited, the Social Security and National Insurance Trust, the Minerals Income Investment Fund and the University of Energy and Natural Resources.

Petitions were also received from individuals linked to the Forest Plantation Development Fund, the National Investment Bank, the National Development Planning Commission, the Ghana Exim Bank, GCB Bank, the Volta Lake Transport Company Limited, the Ghana Investment Fund for Electronic Communications, as well as from persons living with disabilities.
