The Ghana Police Service has arrested a man seen in a viral video forcing a child to smoke a substance suspected to be a cigarette.
The arrest followed a statement from the Ministry of Gender, Children and Social Protection, which referred the case to the Criminal Investigation Department for further action.
The Ministry, through a statement on Friday, November 21, described the act as abusive and unlawful.
It said exposing a child to harmful substances violates the Children’s Act, 1998 (Act 560), which protects children from physical, psychological, and moral harm.
It added that such behaviour undermines ongoing national work under the Early Childhood Care and Development Policy, which aims to promote safe environments for young children.
The Minister for Gender, Children and Social Protection referred the incident to the CID for investigation and possible prosecution.
The Police announced the arrest of the suspect, Samuel Obeng Acheampong, in a statement dated November 22, 2025.
Investigators said Mr Acheampong was arrested through an intelligence-led operation. He admitted to the act during interrogation and told the Police the incident happened about five years ago.
The Police said the suspect is in custody and assisting with the investigation. He is expected to be brought before the court.
The CID reminded the public that acts which expose children to harm attract prosecution.
