Ghana’s Right to Information Commission has fined 254 Ministries, Departments and Agencies (MDAs) and Metropolitan, Municipal and District Assemblies (MMDAs) GH¢20,000 each for failing to submit their 2025 Right to Information annual reports.
The fines were announced in a notice dated August, 5, 2026, signed by the Executive Secretary of the Commission, Ms Genevieve Shirley Lartey.
The Commission said the sanctions, imposed under Section 77(1) of the Right to Information Act, 2019 (Act 989), affect a wide range of public institutions, including teaching hospitals, universities, security services and district assemblies across the country.
It said the affected institutions have 14 days from the date of receiving the formal notice to pay the fines or face further enforcement action under the law.
The Commission said the defaulting institutions had failed to respond to earlier public reminders published in the Ghanaian Times on January, 20, 2026, and the Daily Graphic on April, 24, 2026.
“Compliance with the reporting requirements under Act 989 is a statutory obligation and not a matter of discretion,” the Commission said.
It said it would continue to enforce the provisions of the law to promote transparency and accountability in the management of public institutions.
