The Domestic Debt Exchange Programme (DDEP) initiative launched in December 2022 by the Akufo-Addo government to restructure Ghana's mounting domestic debt "only postponed solving the economic problem", the Minister of Finance, Dr Cassiel Ato Forson has said.
The DDEP required local bondholders to swap their investments for longer-term, lower-yielding bonds.
But presenting the 2026 Mid-Year Budget Review in Parliament this afternoon, Dr Forson said it did not work to solve the problem.
