Office of Gov’t Communications to submit roadmap on transforming state media — Minister

The Minister in charge of Government Communications, Felix Kwakye Ofosu, has reiterated the government’s commitment to supporting state-owned media organisations to stay viable and competitive.

Speaking at a meeting of the Public Accounts Committee of Parliament on Friday [Nov 7, 2025], he said the Ministry, in collaboration with the State Interests and Governance Authority (SIGA), was developing a roadmap towards transforming state media outlets like the Ghana Broadcasting Corporation (GBC).

He acknowledged the challenges those media organisations faced, including revenue shortfalls, logistics, the advent of new media outlets, and related setbacks affecting their commercial viability.

Mr Ofosu said a report would be presented to Cabinet on the way forward to making government media institutions more profitable.

“In the coming weeks, we should present a report to cabinet for consideration and once it is approved, we will engage the organisations regarding the transformation, and we will report to Parliament so that together we can fashion out a model to save these organisations.” he said.

Touching on the operations of GBC, Mr Ofosu urged the public to fulfil the obligation of paying TV license fees to help boost the revenue of the state broadcaster.

He stressed the improvement in television content production, adopting technology to track the number of viewers, and introducing more convenient means for citizens to pay the license fee.

“You would be surprised that there are people who do not know that payment of TV license is compulsory and backed by legislation…,” Mr Ofosu said.

“I think the first point of call is to put in place an enforcement mechanism that compels people to pay, and people must be enticed through content development to pay.”

He noted that TV license fees alone would be inadequate to address the revenue shortfalls of GBC, however, citizens should make the necessary contribution to support the organisation.

“The challenges of GBC go beyond TV license…there is a whole comprehensive programme that we are developing but I will encourage everybody to pay the TV license,” he stated.

The management of the Ghana News Agency, GBC, Ghana Publishing Company, attended the PAC meeting to clarify observations made in the Auditor General report on public finances.
