The documents to the contracts were initialled by the regional ministers and their co-ordinating directors, as well as the Head of the Local Government Service, Dr Callistus Mahama.

In an address, the Chief of Staff at the office of the President, Mr Julius Debrah, said the contracts were meant to be the tool that various professionals and other stakeholders with diverse knowledge, skills and experiences at the regional and district levels would use to benchmark performance.

He, therefore, urged them to enlist and sustain the commitment and support of all officials and stakeholders who directly influence or were affected by the contracts if success was to be achieved.

He said the contracts would also put their leadership, management skills and competencies to test.

"It is thus an opportunity for you to demonstrate your ingenuity, innovativeness and effectiveness in mobilising and utilising the human, financial and material resources within your jurisdiction to operationalise the available systems, processes and procedures to deliver the agreed upon services," he added.

Mr Debrah commended the ministers, the regional coordinating directors and the head of Local Government Service and their team for ensuring that the first contract signed in 2015 was successfully implemented.

He said when operationalised rightly through the Performance Contract and Performance Appraisal Instruments, the performance system would develop the capacity of individual staff and teams to enhance productivity, develop competencies and increase job satisfaction of all staff and the service as a whole.

He expressed the hope that regional co-ordinating directors would initiate and accomplish the required actions under the respective key performance areas on schedule to achieve desired deliverables as per the performance indicators in their contracts.

In his remarks, Dr Mahama appealed to the government to provide the co-ordinating directors with vehicles to enable them to effectively monitor the performance of the various districts.
