Liverpool are the only side to have beaten Man City in the league this season, although City were comfortable winners at their stadium when the reds were reduced to 10 men just before halftime.
The first game will be held at Anfield, and in between the 2nd leg a week later - the reds will travel to Goodison Park for a Merseyside derby. Man City will be facing Man United at home in a game that could see them named as Champions of England.
Andriy Shevchenko made the draw at UEFA headquarters in Nyon earlier this morning.
Liverpool have won both previous 2 legged games against Man City, in the League Cup in 2011/12 and 1980/81. On both occasions the reds were successful they went on to win the trophy.
