MoH trains Monitoring and Evaluation staff

The Ministry of Health (MoH) has begun a series of training programmes for its  project monitoring and evaluation staff to ensure that money expended on national projects does not go to waste.

Other agencies allied to the ministry are also taking part in the training in a bid to enforce proper accountability for monies allocated for projects.

The training is sponsored by the Department for International Development (DFID) of the United Kingdom.

Until now, the usual practice engaged by personnel in the field, which had been described as the ‘traditional modus operandi’, had been the monitoring of projects based on the outcomes or deliverables.

Opening the training for the first batch of 25 participants drawn from the 10 regions, in Accra on Monday, the Director of Policy, Planning, Monitoring and Evaluation (PPME) of the MoH, Dr Afisa Zakaria, said accountability was at the heart of project monitoring and evaluation.

She said it was crucial for those involved in monitoring and evaluation of projects to gather data and report accurately.

Proper accountability

She said effective monitoring and evaluation would ensure proper accountability and value for every amount of money injected into a project.

Dr Zakaria said the ministry had a monitoring and evaluation (M&E) framework, which formed the basis for the computation of all reports across the country, adding that the training would equip the trainees with the requisite skills to discharge their duties more efficiently.

A trainer, Mr Joshua Amponsah, who spoke to the Daily Graphic at the sideline of the training, said the MoH had embarked on a number of developmental projects in the health sector.

The Director of Training at the Ghana Institute of Management and Public Administration (GIMPA), Dr Victor Osei, stressed the importance of proper M&E in any intervention programme and expressed the hope that the MoH’s collaboration with GIMPA would produce the expectant results.
