Seth Terkper appointed Presidential Adviser on the Economy

Former Finance Minister Seth Emmanuel Terkper has been appointed Presidential Adviser on the Economy by President John Dramani Mahama. 

His new role places him at the forefront of Ghana’s economic recovery efforts, providing counsel to the President on fiscal policy, debt management, and strategies to stabilise the economy.  

Terkper’s appointment comes as Ghana faces economic challenges, including rising inflation, public debt concerns, and currency depreciation.

Terkper, a chartered accountant with a B.Comm from the University of Cape Coast and an MPA from Harvard University’s Kennedy School, served as Ghana’s Minister for Finance and Economic Planning from 2013 to 2017.  

During his tenure, he implemented pivotal fiscal reforms, such as the Energy Sector Levy Act (ESLA) to address energy sector debt and improved public financial management. Terkper also led negotiations for Ghana’s Extended Credit Facility (ECF) programme with the International Monetary Fund (IMF), which stabilised the economy during a challenging period.  

Before his ministerial role, he worked at the International Monetary Fund (IMF) for a decade, where he held various positions, including Senior Economist in the Fiscal Affairs Department. His career also includes consulting roles with organisations such as the African Development Bank and the UN Committee of Tax Experts.  

In his advisory capacity, Terkper will collaborate closely with Finance Minister-Designate Dr Cassiel Ato Forson to implement policies under the Mahama administration aimed at fostering economic growth, stabilising the macroeconomic environment, and boosting investor confidence.
