Shippers’ Authority, Angola’s ARCCLA partner to boost intra-African trade

A delegation from Angola’s Regulatory Agency for Cargo Certification and Logistics (ARCCLA) has paid a working visit to the Ghana Shippers’ Authority (GSA) as part of an exchange programme aimed at strengthening cooperation and sharing best practices in the commercial shipping and logistics sector.

The visit provides a platform for both institutions to exchange experiences on regulatory frameworks, cargo certification processes and strategies for protecting the interests of shippers, while promoting efficient, transparent and cost-effective trade operations.

Welcoming the delegation, the Chief Executive Officer (CEO) of the Ghana Shippers’ Authority, Prof. Ransford Gyampo, underscored the importance of collaboration among African regulatory bodies, particularly in the context of expanding intra-African trade under the African Continental Free Trade Area (AfCFTA).

He said that the exchange programme would contribute significantly to institutional capacity building and tapping of best practices from both jurisdictions.

The move aligns with the objectives of the Union of African Shippers’ Councils (UASC), which seeks to harmonise the mandates, standards and operations of shippers’ councils across the continent.

Speaking at the meeting, the First Secretary of the Embassy of Angola in Ghana, King Jorge Augusto, expressed appreciation to the GSA for hosting the delegation and reaffirmed Angola’s commitment to strengthening bilateral cooperation between the two institutions.

As part of the programme, the ARCCLA delegation will undertake technical visits to key logistics facilities, including the cargo handling section of Kotoka International Airport (KIA) and the Tema Port.

The schedule also features structured engagements, technical sessions and institutional exchanges aimed at experience sharing, comparative learning and the adoption of best practices.

The Angolan delegation comprises seven senior officials from ARCCLA and is led by Carlos Domingos. 

Other members include Adelino Caquila from the Strategy, Innovation and Planning Department; Miguel Carvalho of the Contracting and Partnership Management Department; Juelma Eusébio from the Auditing Department; Avelino dos Santos of the Finance Department; Swely Gouveia from the Legal Department; and Rosalina Monteiro
