Dodo Pepesu-Nkwanta road develops potholes
Potholes have developed on a section of the Dodo Pepesu-Nkwanta stretch of the Eastern Corridor road in the Volta Region.

On a road inspection tour the Daily Graphic saw that there were visible signs of deterioration of the new road on the outskirts of Brewaniase and between Brewaniase and Salifukrom.
Four agencies were responsible for the award or supervision or execution of the 46.4-kilometre road from Dodo Pepesu to Nkwanta as part of the Eastern Corridor road funded by the European Union.

They were the Ministry of Roads and Highways, the Ghana Highway Authority (GHA), Louis Berger SAS of Transtech Consult and the contractor, Enterprise Oumarou Kanazoe of Burkina Faso.
When contacted, the Volta Regional Maintenance Manager of Ghana Highway Authority (GHA), Mr Emmanuel Klu, said the project was a development contract and, therefore, was supervised by the head office of GHA and that the regional office was not directly involved but was only invited to site meetings to access progress of project.
He said the project profile was in Accra and the payment certificate was recommended by the consultant.
Mr Klu said the project had been substantially completed and the GHA took over under a condition of “a defect liability period” after which it would be handed over to the region as the custodian.
Retention
He said there were bound to be defects in road construction and so 15 per cent of the contract sum was retained within the defect liability period during which the contractor could be called back to rectify any defects observed on the road at its own expense.

He dismissed the notion that the project was a shoddy execution, adding that there were only defects at a minor and localised position. “ We are not super human beings,” he added.
Mr Klu disclosed that the head office of his department had been notified of the defects to inform the consultant for the necessary action and rectification.
