E-levy repeal likely to take effect before next week Friday – Deputy Minister for Finance

The Deputy Minister for Finance, Mr Thomas Nyarko Ampem, has clarified that although Parliament has repealed the Electronic Transfer Levy (E-levy), the changes will not take effect immediately.

Speaking in an interview with JoyNews on Wednesday, March 26  2025, Mr Ampem explained that the administrative process following Parliament’s decision is still underway.

He noted that the bill had not yet been forwarded to the President for assent.

“Parliament is still in session, and I doubt if the clerks have been able to transmit what we are doing to the President. There are other bills under consideration, so I suspect it will have to be tomorrow or the day after,” he said.

“Once Parliament has repealed it, it will in due course reach the President’s desk.”

He mentioned that the President is expected to be out of town on Thursday, making it likely that assent to the bill will happen by Wednesday next week.

Once signed into law, the Ghana Revenue Authority (GRA) will begin steps to stop the collection of the levy.

“The GRA is already aware of this process. My discussions with the Commissioner-General suggest that as soon as the President assents, they will move to comply,” Mr Ampem said.

According to him, work is ongoing to reconfigure systems used for E-levy collection, and it is expected that the repeal could take effect before the end of next week, Friday.
