Heads of assemblies sign agreement with Gt.Accra RCC

Chief executives and co-ordinating directors of the 16 metropolitan, municipal and district assemblies (MMDAs) in the Greater Accra Region yesterday signed a performance agreement with the Greater Accra Regional Co-ordinating Council (RCC).

The performance agreement, which was instituted by the government to help monitor and assess the performance of the chief executives and co-ordinating directors, is in line with the Local Government Service (LGS) Act, Act 656, 2003, which provides the performance management framework for workers.

Focus

The agreement focuses on six key priority areas, including performance reporting, implementation of action plans, human resource management, development of the capacity of staff and the working environment in the assemblies.

It will be used as a yardstick to measure the performance of public officers in a year and whether they are able to achieve their targets.

The performance contract will also enable the public officers to identify challenges, as well as build their competencies in areas they were not able to deliver to the expectation of the people.

Signing ceremony 

At the signing ceremony was the Greater Accra Regional Minister, Nii Laryea Afotey Agbo, who is expected to forward reports to the Presidency for action.

In his remarks, he said the agreement would enable the RCC to properly monitor and coordinate the activities of the various assemblies.

He reminded the chief executives of their role to effectively mobilise, exploit and utilise available human, financial and material resources in the local government sector to accelerate national development.

“In doing that, you have to be directly accountable to the people through the local representatives in the assemblies,” he added.

Nii Laryea advised them to be mindful of the strategic direction of the Local Government Service, especially its core values, such as accountability, diligence, discipline, equity, loyalty, performance, transparency and meeting timelines.

He reiterated the government’s commitment to deepen decentralisation by ensuring that all provisions in the Local Government Act were implemented without compromise.
