PAC summons Okoe Boye over GH₵20m payment for ‘Unseen’ Parliamentary Hospital
Parliament’s Public Accounts Committee (PAC) has summoned former Minister of Health, Dr Bernard Okoe Boye, and the former Administrator of the District Assemblies Common Fund (DACF) to account for alleged irregularities surrounding a GHS20 million payment for a proposed Parliamentary Service Hospital.
The Committee said the officials would be required to respond to questions relating to suspected breaches in the award and execution of the contract for the construction of the facility.
The issue came to light when officials from the DACF appeared before the committee on Wednesday, April 1.
The Administrator, Mr Michael Harry Yamson, told the committee that the contract was signed between the Ministry of Health and a private contractor, Siena Services.
He explained that the total contract sum stood at about $46.9 million, with a 15 per cent mobilisation fee of over GH₵108 million agreed under the contract.
Out of that amount, he said GH₵20 million was paid to the contractor on December 31, 2024.
However, the Chairman of the Committee, Mr Samuel Atta Mills, questioned the existence of the project, noting that there was no visible evidence of construction.
“I have not seen the Parliamentary Service Hospital being built, and 15 per cent was over GH₵100 million, yet GH₵20 million was paid,” he said.
