Reshuffle at National Security Secretariat: Presidency announces six new appointments

President John Dramani Mahama has approved a reorganisation of the National Security Council Secretariat (NSCS), with six appointments and reassignments taking immediate effect.

The changes were announced in a statement by Felix Kwakye Ofosu, Spokesperson to the President and Minister for Government Communications on Tuesday evening (August 11, 2026).

According to the statement, the following appointments and reassignments have been approved as part of the reorganisation of the NSCS:
Major General (Rtd) William Ayamdo, a former Chief of Army Staff, has been appointed Deputy National Security Coordinator (Operations);

Mr Yaw Donkor, a former National Security Coordinator, has been appointed Director of Intelligence and Research at the Office of the National Security Advisor;

Mr Adamu Saaka has been appointed Director of Logistics and Transport;

Ms Faustina Effah-Boadi has been appointed Officer in Charge of the Human Security Department;
DCOP (Rtd) Peter Ndekugri has been appointed Officer in Charge of the Special Investigations Unit; and

ACP Alhassan Osman has been reassigned to the Ghana Police Service for further deployment.


Two of the appointees are familiar names in Ghana's security establishment. Maj Gen Ayamdo served as Chief of Army Staff from February 2017 until his retirement in February 2020, when he handed over to Maj Gen Thomas Oppong-Peprah. Mr Donkor previously served as National Security Coordinator during President Mahama's first term, from 2014 to 2017.

The reorganisation comes about four months after President Mahama signed the Security and Intelligence Agencies Act, 2026 (Act 1168) into law, which restructured the country's security governance framework and abolished the Office of the Minister of National Security.

Ghana's security architecture is currently led by Prosper Bani as National Security Advisor and COP Abdul-Osman Razak as National Security Coordinator, both appointed in January 2025.
