Segbefia calls for pooling of resources

The Minister of Health, Mr Alex Segbefia, has called on African leaders to pool resources to ensure that the continent attains its sustainable development goals (SDGs) for 2030, especially in the health sector.

He explained that the Global Strategy on Human Resource for Health (GSHRH) should fit into the framework of the SDGs and the World Health Organisation (WHO) strategy.

SDGs are a proposed set of targets by the United Nations, relating to future international development. They are to replace the MDGs once they expire at the end of 2015.

According to him, strides had been made globally to improve upon the delivery of health services and to meet the Millennium Development Goals (MDGs).

Mr Segbefia made this statement at the opening ceremony of the two-day African Consultation on Global Strategy on Human Resources for Health Workforce 2030 in Accra.

Technical workshop

The two-day technical consultation, organised by the WHO and the Ministry of Health (MoH), is aimed at addressing the critical roles human resources play in health care.

The meeting brought together experts and leaders in the health sector to discuss the challenges facing the human resource of the health sector and to find appropriate solutions.

Strategies to finalise GSHRH were to be mapped out and discussed at the meeting.

Challenges

Mr Segbefia mentioned that although a skilled workforce was critical for the health system to perform well, there were some limitations in the critical aspects of health care such as a well-distributed health infrastructure, requisite technology, medicines and financing.

“However, without a well-motivated and qualified workforce, even well-resourced health systems cannot deliver the needed services” he added.

He noted that the overall goal of the draft global strategy of human resources “Workforce 2030” was to ensure availability, acceptability and quality of health workforce through adequate investments and implementation of effective policies globally for the people.

“In an address read on her behalf, the WHO representative, Dr Magda Robalo, stated that the health sector could not function effectively and efficiently without the required human capital.

Therefore, she said there was the need to ensure that adequate numbers of trained human resource for health was available to deliver desirable health outcomes.

Dr Robalo said the purpose of the workshop was to improve the health workforce by addressing some of the challenges that affected adequate numbers of efficient and effective health workforce.
