The driver, Kwabena Gyamfi, 35, who was sighted tipping the refuse on the highway late in the night, was immediately reported to the police.
The Tema Community 11 police, which oversees the motorway area has impounded the truck while the driver is being investigated.
Giving the background to the Daily Graphic, the good Samaritan, Mr Robert Kempes Ofosuware, who is also the immediate past Metropolitan Chief Executive (MCE) of Tema, said he was driving along the motorway when he sighted a Man Diesel truck with registration number AS 5162 U parked along the road.
According to Mr Ofosuware, a close look at the activity of the driver revealed that he was offloading refuse meant for the landfill site on the motorway.
Mr Ofosuware said he immediately called the police and the Buffalo Unit arrived at the scene to effect his arrest.
The suspect, Gyamfi, during interrogation, told the police that he was a Kumasi-based driver and carried a consignment of cartons of tomato from Tema to a client in Accra.
He said the client asked him to carry the rain drenched empty cartons to the refuse dump.
Gyamfi said not being conversant with the terrain in the harbour city, he decided to offload the refuse along the way.
He confirmed that he was in the act of committing the act when he was accosted by the former MCE and some people on the truck.
