Empowering Ghana’s youth through innovation: Driving Adwumawura programme
Ghana is poised for a digital and entrepreneurial transformation, and the Adwumawura Programme initiated by the Ministry of Youth Development and Empowerment, through the National Entrepreneurship and Innovation Programme (NEIP), is one of the flagship interventions positioned to lead this charge.
Focused on youth employment, entrepreneurship and job readiness, the Adwumawura Programme is designed to support 10,000 young Ghanaians annually in turning ideas into viable businesses and equipping them with the right skills to thrive in the job market.
As a nationwide coalition of innovation, entrepreneurship and technology hubs, the Ghana Hubs Network (GHN) is uniquely placed to support the effective implementation of this programme at scale.
With over 75+ member hubs located in all 16 regions of Ghana, the network represents an existing innovation infrastructure that can be leveraged to reach, train and empower youth at the community level.
Role of member hubs
• Skills training and capacity building
Member hubs can serve as localised training centres, offering practical workshops, boot camps and mentorship programmes. Through these, young people can acquire skills in business development, digital marketing, software development, agritech, green innovation and more.
• Incubation and business support
Adwumawura can also function as a pipeline for startups and early-stage entrepreneurs. Member hubs will then provide access to incubation support—offering workspace, coaching, funding opportunities and exposure to investors and markets.
• Community mobilisation and inclusion
Hubs are deeply rooted in their communities. They understand local challenges and opportunities. By working through member hubs, GHN ensures the programme is tailored to local contexts and that even youth in underserved and rural regions can access resources and support.
•Monitoring, Evaluation, Learning (MEL)
Hubs will feed real-time data into a national MEL system to track the progress of beneficiaries, measure outcomes and inform strategy. This ensures transparency, impact and continuous learning.
Action
The success of the Adwumawura Programme lies in collaboration—between government, private sector, development partners and community stakeholders. With the Ghana Hubs Network and its member hubs as a delivery engine, the vision of a youth-driven, innovation-powered Ghana is well within reach.
