The plan is projected to harness both human and physical resources in the municipality for the development of social and economic infrastructure. It is expected that in the end the plan would enhance employment opportunities for residents and give them power to be productive and improve their incomes and standards of living.

The plan as a guide

The Municipal Chief Executive, Mr Franklin P. Anku, in his address to the gathering on the final public hearing of the plan, said the plan, which spans from 2014 to 2017, would serve as a development guide for the municipality.

“Indeed, the purpose for which we are gathered here today is to let you know what is contained in the plan and how you can be part of the implementation process,” he told the gathering.

Mr Anku said the final document which was before them for discussion was first laid in April this year, “when we met as stakeholders to begin with the process of fashioning our own development plan as a municipality.”

He said through various consultative processes and dialogue, the assembly had come out with a final document, which is supposed to guide the development programmes of the assembly for the next three years.

Collective involvement

“As people with interest in the plan, it cannot be designed and implemented without your input and active participation,” he told the gathering. He said it was, therefore, important to get them involved in order for them to mention their needs and indicate what they considered to be priority projects.

“Even though you provided us with inputs during the earlier stakeholders’ meeting, this is the final document and we require your conclusive input and endorsement,” the MCE told the stakeholders.

Areas covered

Mr Anku explained that the plan was developed on the basis of the national medium-term policy framework, which covers areas including macro-economic stability, private sector participation, accelerated growth in agriculture, modernisation and sustainability, natural resources development, infrastructure and human settlement, human development and transparent and accountable governance.
