Ministry of Roads orders removal of unauthorised 'students loan' billboard

The Ministry of Roads and Highways has called for the immediate removal of an unauthorised billboard erected at a section of the Flowerpot Interchange in Accra.

In a press release dated August 20, 2025, the Ministry stated it had "observed with concern the installation" of the structure. 

The notice also referenced a recent disclaimer from the Students Loan Trust Fund, which has publicly denied ownership of the billboard and cautioned the public against the unauthorised use of its logo.

The Ministry reminded the public that such installations are in clear violation of national regulations. Specifically, they breach the "Advertisement Specification for Outdoor Signs" (GS 847:2019) issued by the Ghana Standards Authority, as well as Sections 11 and 15 of Act 540 and Section 188 of the Road Traffic Regulations, 2012 (LI 2180).

Through the release, the Ministry directly called upon the Ledzokuku Municipal Assembly to "work closely with the Department of Urban Roads for the immediate removal of the billboard." It also urged all municipal and district assemblies to "collaborate with the relevant regional road agencies before issuing permits for advertisements or notices along road corridors."

A further appeal was made to the Advertising Association of Ghana to "strictly enforce its code of conduct regarding the installation of outdoor advertising structures."

The statement concluded by reaffirming the Ministry's commitment to "ensuring road safety and protecting our road infrastructure for the benefit of all."
