The scope of private sector participation in the operations of the Electricity Company of Ghana (ECG) is expected to be determined after the transaction advisor which has been engaged by the government submits its report in the first week of October 2026, Spokesperson and Head of Communications at the Ministry of Energy and Green Transition, Richmond Rockson has said.
The report would assess the proposed arrangement and provide recommendations for consideration by the government.
According to Richmond Rockson, the transaction advisor was expected to submit its initial findings by the “latest first week of October”, after which the government would engage stakeholders on the recommendations.
He was speaking in a television interview monitored by Graphic Online on JoyNews on Tuesday [September 8, 2026].
Mr Rockson said the government spent an average of $1.5 billion a year to cover shortfalls in the energy sector.
He said ECG's revenue collection performance in 2025 improved from a previous 48 per cent to 51 per cent as of January 2026, 57 per cent in February 2026, 70 per cent in March 2026 and 71 per cent in April 2026.
The figure later fell to 58 per cent in May 2026before recovering to about 70 per cent in June.
Mr Rockson said the shortfall in 2025 amounted to GH¢9.2 billion in uncollected revenue.
He said the situation affected the government's ability to pay independent power producers, as well as the Volta River Authority and Bui Power Authority, for electricity already generated.
He said the government had not yet decided whether the proposed private sector arrangement would cover the bulk supply point, where electricity leaves the national grid operator, GRIDCo, before being supplied to ECG for distribution.
According to Mr Rockson, Cabinet's approval for private sector participation, granted in April 2025, covered billing and revenue collection only.
Also speaking to Joy News, the Deputy Secretary-General of the TUC, Dr Kwabena Nyarko Otoo, said the union had not been consulted on the appointment of the transaction advisor or the terms of reference for the assignment.
“Whatever that transaction advisor advises, it's an advice to government. We will not be guided by it,” he said.
The transaction advisor's report is expected to provide the basis for further discussions on the scope of private sector participation and whether ECG will retain control of power distribution.
