Two bodies to facilitate e-Transform Project commissioned

Two committees have been commissioned in Accra to facilitate the implementation of the government’s e-Transform Project which aims at transforming and enhancing the delivery of selected public sector services.

The two bodies, the inter-ministerial and the technical committees, will facilitate the US$97-million project by making their operations and service delivery Information and Communications Technology (ICT) -based.

The inter-ministerial committee, which is mandated to oversee the project, has been tasked to ensure that the development objectives of the e-Transform Project are achieved within the timelines, while the technical committee has been tasked to prepare quarterly and biannual briefs on implementation progress in a project implementation manual.

Components of the e-Transform Project include creating an enabling environment for electronic governance. 

The project, approved on October 24, 2013, is expected to be completed by June 2019.

The inter-ministerial committee comprises Mr Ato Sarpong, a Deputy Minister of Communications; Dr Victor Bampoe, the Deputy Minister of Health; Mr Samuel Okudzeto Ablakwa, a Deputy Minister of Education; Dr Dominic Ayine, the Deputy Minister of Justice; Mr Issah Yahaya, the Chief Director of the Communications Ministry, and representatives of the Ministry of Finance and the Attorney-General’s Department. 

e-Transform Project

The Communications Minister, Dr Edward Omane Boamah, who launched the project and commissioned the committees in Accra,  said a US$9-million grant had been secured from the World Bank to implement the project over a five- year period.

“It is to improve the efficiency and coverage of government service delivery, using ICT as a major driver of President Mahama’s socio-economic transformational agenda,” he said. 

He said the institution of the e-Transform Project was a road map to transform Ghana into an information-rich and knowledge-based society.

The minister said the implementation of the project would, therefore, require that all stakeholders work hard to achieve the desired objectives.

e–Ghana Project 

Dr Boamah said the e-Transform Project would consolidate the gains made under the e-Ghana Project, which was scheduled to end by December this year, after seven years of operation.

The e-Ghana Project, among other things, was designed to increase the competitiveness of the ICT sector in Ghana.

He named some accomplishments of the e-Ghana Project as the deployment of e-applications, including automation of the Ghana Revenue Authority (GRA), the Registrar-General’s Department and the Ghana Immigration Service (GIS).
