Meet John Jinapor: Ghana's Energy minister designate

President John Dramani Mahama has nominated John Jinapor as Minister for Energy, a portfolio central to Ghana’s growing energy needs and infrastructure development.

Known for his expertise in energy policy and governance, Mr Jinapor’s career in both politics and the energy sector has been marked by substantial contributions to the country’s energy sector reforms. 

His appointment reflects a continued commitment to strengthening the sector and addressing the energy challenges faced by Ghana.

Background and education

John Jinapor was born on June 14, 1976, in the Northern Region of Ghana. A trained lawyer, he holds a Bachelor of Laws (LLB) degree from the University of Ghana, Legon, and was called to the Ghana Bar as a solicitor and barrister. 

His academic background also includes postgraduate studies in various areas, contributing to his broad understanding of policy formulation and public administration.

Mr Jinapor’s academic journey and legal training have been instrumental in shaping his approach to policy, law, and governance. His legal background, combined with his deep interest in the energy sector, positions him as an ideal candidate for a portfolio that requires both strategic thinking and technical expertise.

Professional career

Before entering politics, he worked in private legal practice and contributed to several law firms. However, his professional focus soon shifted toward public service, where he gained a reputation for being a pragmatic and results-oriented individual in his political and professional engagements.

He was first elected as a Member of Parliament (MP) for the Yapei-Kusawgu constituency in the Northern Region in 2012 and has since been re-elected in subsequent elections.

Mr Jinapor's political career within the National Democratic Congress (NDC) has been marked by significant contributions to the country’s energy policy and broader development agenda.

As a Member of Parliament, Jinapor has served on various important parliamentary committees, and his strong advocacy for energy reforms has made him a key player in the NDC's energy agenda.

 He served as the Deputy Minister for Energy from 2013 to 2017 under President Mahama’s administration, where he played a central role in various initiatives to strengthen Ghana’s energy sector. During his tenure, some of his key achievements include:

Power generation and supply: Jinapor was instrumental in securing investments for new power plants, which have played a crucial role in reducing Ghana’s energy deficit. These include thermal and hydroelectric projects designed to improve energy security and diversify the energy mix.
