Assemblies in Ashanti sign performance contracts

The 30 Metropolitan, Municipal and District Chief Executives and MMDCDs of the Ashanti region have signed performance contracts with their various Coordinating Directors to set benchmarks for the various assemblies to give government value for money.

As per the contracts, expected to trickle down to staff of the assemblies, those who score below 60 per cent at the end of the first quarter of 2016 will face various sanctions.

The sanctions run from termination of appointments, reassignment and demotion.

The Ashanti regional minister, Peter Anarfi-Mensah, who doubles as the acting DCE for Asante Akyim North and his Co-ordinating Director, Tony Kwenin, signed as the assessment process begins.

Consequently, the MMDCDs would be supervised and duly assessed by the regional minister and his regional coordinating director from which their reports would be forwarded to the presidency for action.

The process which was supervised by the head of Local Government Service, Dr Callistus Mahama, emanates from the Local Government Service Act, Act 656, 2003 which provides the performance management framework for workers.

The affected parties are to agree on the various parameters and service delivery standards as the DCEs and MMDCDs are to provide the minimum resources as well as conducive environment to enable the staff to deliver.

Dr Mahama said the assessment process would be reviewed half-way through the project to enable supervisors to build on feedback.

He urged CEOs to incorporate into their action plans Client Service Units and Mission and Vision of each assembly.

The regional minister said it was to be expected that, some appointees and employees may have blared vision as to their responsibilities and duties in their service if their targets were not clearly spelt out.

In such circumstances, he said, achievement of set objectives always suffers as there were no set targets and expected outcomes.

Mr Anarfi-Mensah said the assessment process was, therefore, to drive home development which would impact on the national agenda.
