George Opare-Addo: Minister denies awarding contract for National Service payment platform
The Minister of Youth Development and Empowerment, George Opare-Addo, has denied claims that his ministry has awarded a contract for the management of the National Service Scheme (NSS) payment platform.
In a post on X (formerly Twitter), the minister dismissed the allegation, describing it as baseless. “I am not sure where this is coming from. I can assure you no contract whatsoever has been awarded to the best of my knowledge. I entreat @mensaduncan or his organization to provide any contrary claims. This is unacceptable!!” he stated.
His response followed a post on social media, which alleged that the ministry had awarded the payment platform contract to Hubtel.
The Acting Director-General of the National Service Authority (NSA), Felix Gyamfi has been reassigned to the Ministry of Finance.
No official explanation has been given for the reassignment.
But there are suggestions there was a disagreement between the NSA Acting Director General and the Ministry of Youth Development for the software being used by the NSA.

The post on social media alleged that the reported reassignment was linked to Gyamfi’s insistence on maintaining the current service providers rather than switching to a new system.
The controversy comes at a time of delays in the posting of new national service personnel for 2025.
The delays have been attributed to an audit of the scheme’s online portal, sparking speculation about a rift between the authority and the supervising ministry over whether to retain the existing software or migrate to a new platform.
Gyamfi, who had been in office for just seven months, has now been reassigned to the Ministry of Finance. No official explanation has been given for his transfer.
