ACDT urges NDC and NPP to prioritize effective ICT policies in 2024 manifestos
The Africa Center for Digital Transformation (ACDT) has called on Ghana's political parties to adopt more practical and inclusive Information and Communication Technology (ICT) policies ahead of the 2024 elections.
Following a review of ICT promises made by both the New Patriotic Party (NPP) and the National Democratic Congress (NDC) from 2000 to 2024, the ACDT has identified several recurring challenges and provided key recommendations to ensure future policies are impactful.

In a press statement released on 10th September 2024, the ACDT emphasized the need for both parties to learn from past shortcomings and develop robust strategies to drive the country’s digital transformation.
Recommendations for ICT Policy Improvement
1. Ensure Policy Continuity: One of the primary issues over the years has been the discontinuation of ICT projects when governments change. The ACDT recommends establishing bipartisan agreements and legal frameworks to guarantee the continuation of key digital initiatives, preventing the loss of resources and momentum.
2. Detailed Implementation Plans: Both parties are urged to move beyond ambitious promises and provide clear, actionable roadmaps. These should include specific timelines, budget allocations, and accountability mechanisms to ensure that ICT goals are achievable and trackable.
3. Promote Digital Inclusivity: The ACDT highlights the need to prioritise rural connectivity and support for marginalised groups, including persons with disabilities. Future policies should aim to bridge the digital divide, ensuring that everyone has access to digital tools and opportunities, regardless of location or socio-economic status.
4. Strengthen Public-Private Partnerships: To address the skills mismatch in the ICT sector, the ACDT recommends closer collaboration with private sector stakeholders, academia, and tech industries. This will help align ICT training programmes with market demands, fostering innovation and ensuring that trained individuals are prepared for employment opportunities.
5. Enhance Cybersecurity and Data Protection: As reliance on digital platforms grows, the ACDT advises both parties to develop comprehensive cybersecurity strategies. These should include public awareness campaigns to protect citizens and build trust in digital services, safeguarding the country against increasing cyber threats.

6. Implement Robust Monitoring and Evaluation: ACDT stresses the importance of independent monitoring and evaluation bodies to assess the progress of ICT initiatives. Effective oversight will ensure that projects meet their objectives and provide value for the investments made, helping to restore public trust in political promises.
Call to action
The Executive Director of ACDT, Kwesi Atuahene urged both the NPP and NDC to integrate these recommendations into their 2024 manifestos, stating, “For Ghana to truly benefit from digital transformation, our political leaders must prioritize practical, inclusive, and well-monitored ICT policies. We can no longer afford to repeat the mistakes of the past.”
