Minority Whip invokes RTI law to demand details on ‘dumsor levy’ spending

The Member of Parliament for Tolon and First Deputy Minority Whip, Habib Iddrisu, has filed a Right to Information (RTI) request at the Ministry of Energy and Green Transition, seeking detailed disclosure on the collection and utilisation of energy sector levies.

In a letter dated April 30, 2026, the MP invoked Section 18 of the Right to Information Act, 2019 (Act 989), in line with Article 21(1)(f) of the 1992 Constitution, to formally demand access to the information.

Report not submitted to Parliament

Mr Iddrisu argued that provisions under the Energy Sector Levies Act, 2025 require the sector minister to maintain an Energy Sector Support Account into which all proceeds from the Energy Sector Shortfall and Debt Repayment Levy are paid, and to submit annual reports on its management to Parliament.

However, he indicated that checks with Parliament suggest that the required report has not been submitted since March 31 this year.

"It is therefore necessary to make this request to obtain information to support our oversight responsibilities as Members of Parliament," he said.

Specific information requested

The RTI request seeks comprehensive data on revenue generated under the Energy Sector Levies (Amendment) Act, 2025, as well as a detailed breakdown of how those funds have been spent.

Mr Iddrisu further requested that, where possible, the information be presented in a structured format, including by period or by implementing agency, to enhance clarity and accountability.

Fourteen-day deadline

In accordance with the RTI law, the MP has given the Ministry a 14-day deadline to respond, requesting that the information be provided in hard copy to his office at Parliament House.

"I am also available through the mobile contact information displayed on the letterhead for any clarification you may need to facilitate the provision of this information," he added.

The request, he noted, forms part of his duties as a legislator working with members of Parliament’s Energy Committee to ensure transparency and accountability in the management of public resources within the power sector.
