In the digital age, health information has become a critical asset for improving healthcare, disease surveillance, health system management and public health decision-making.
To strengthen health information management and service delivery, Ghana introduced the Lightwave Health Information Management System (LHIMS) in 2018 through the Ministry of Health.
The system was designed to improve continuity of care, facilitate access to patient information at the point of care and enhance claims management. In 2025, the Minister of Health, Kwabena Mintah Akandoh, announced the introduction of the Ghana Health Information Management System (GHIMS), a fully state-owned digital health platform intended to improve the security, accessibility, and management of health information while supporting Ghana's transition toward fully digital health records.
Despite these investments, health information in Ghana remains fragmented across multiple platforms, databases, and healthcare facilities that often operate independently. Patient records, surveillance data, insurance information and programme data are frequently stored in separate systems, limiting the seamless exchange of information among institutions.
This fragmentation can lead to duplicate records, inefficiencies in service delivery, delays in clinical decision making and challenges in generating comprehensive health intelligence for planning and policy development.
Addressing these challenges requires interoperability—the ability of different health information systems to exchange, interpret and use data seamlessly across organisational and technological boundaries.
As health systems become increasingly digital, interoperability has become a cornerstone of modern healthcare, enabling information to reach the right people at the right time to support better care and more informed decision-making.
Ghana has also invested in several important digital health solutions.
The District Health Information Management System (DHIMS2) supports routine health service reporting and performance monitoring.
The Surveillance Outbreak Response Management and Analysis System (SORMAS) supports disease surveillance and outbreak response.
GHIMS supports patient management and clinical service delivery, while eTracker supports maternal and child health services.
The National Health Insurance Authority's (NHIA) claims management systems facilitate provider reimbursement and health financing.
Each of these systems performs an important function. However, when they operate independently, opportunities for coordinated care and comprehensive analysis may be lost.
Recognising this need, the Ministry of Health commenced the implementation of Ghana's National Health Information Exchange (NHIE).
The NHIE serves as the national interoperability platform that enables secure, standards-based exchange of health information across disparate systems. Rather than replacing existing applications, it connects them.
The NHIE serves as the digital backbone through which information flows among healthcare providers, laboratories, public health programmes, insurance institutions and government agencies. In practical terms, it enables Ghana's digital health systems to "speak the same language."
More than 300 health facilities have already been integrated into the platform and the current phase includes the integration of disease surveillance data to strengthen real-time monitoring and response to public health threats.
The benefits of interoperability extend beyond technology.
Consider a patient who receives care at a district hospital, undergoes laboratory testing at another facility and is later referred to a regional hospital.
Without interoperability, clinicians may have limited access to previous records.
With the NHIE, relevant clinical information can follow the patient across facilities, supporting continuity of care and reducing unnecessary duplication of tests and procedures.
Interoperability can also improve data quality and disease burden estimation.
Patients often visit multiple facilities during a single episode of illness, making it difficult to distinguish new cases from repeat encounters.
Through improved patient identification and data exchange, the NHIE can reduce duplicate counting and improve the accuracy of national health statistics. Better data supports more effective planning, resource allocation, programme evaluation and policy development.
The NHIE also has important implications for disease surveillance and outbreak response.
By linking healthcare facilities, laboratories, and surveillance systems, information can be shared more rapidly with public health authorities, enhancing early outbreak detection, facilitating timely investigations and strengthening preparedness for future public health emergencies.
Ghana's NHIE is more than a technology initiative; it is a strategic investment in the future of healthcare.
Success will require collaboration among healthcare providers, software developers, policymakers, regulators, development partners and citizens.
