Government invites strategic partners for establishment of new national airline

The government has commenced a process to formally engage qualified investors for the establishment of a new national airline, the Ministry of Transport has announced.

In a press release issued on April 28, the Ministry stated that the proposed national airline shall be developed as a commercially viable, internationally competitive, and sustainable carrier, anchored in Accra and operating as a hub for regional and intercontinental connectivity.

The process will be conducted through three rounds of interactions with prospective partners, which is eventually expected to lead to the selection of a qualified strategic partner.

Market sounding

The Ministry is sounding the aviation market and has invited potential strategic partners interested in the opportunity to begin engagement with the government of Ghana.

According to the release, prospective strategic partners must consist of an airline already in operation, a subsidiary of an airline, or an entity or consortium duly authorised by an operating airline. They must have expertise in airline operations, management, and marketing, as well as route planning and network development experience.

Equity structure

The strategic partner is expected to hold the majority equity stake in the new joint venture corporate entity to be set up to operate the airline.

The selected partner is expected to operate a Full-Service Carrier (FSC) for premium long-haul routes to Europe, North America, the Middle East, Asia, and other identifiable routes; operate a Hybrid or Low-Cost Carrier (LCC) for regional routes to promote competitive fares and regional integration; operate an integrated cargo unit to support trade and logistics; and acquire, supply, and deploy operating equipment and fleet selection in the short term (not later than Q1 of 2027), medium term, and long term.

Submission deadline

Interested parties are required to submit proposals via email or hard copy to the Task Force Secretariat at the Ministry of Transport not later than May 29, 2026.

"The Government of Ghana reserves the right to accept or to reject any request for inclusion and shall not be liable to any party for its decision to include or exclude any prospective investor," the statement read.
