The National Communications Authority has approved three applications from MTN, Televel and Goal for the next stage of the 5G spectrum licensing process after completing the qualification stage of the Request for Applications for spectrum licences in the 700 MHz, 2.3 GHz, and 3 GHz bands.
In a press release issued on September 9, the NCA said four applications were received by the submission deadline of 5pm on August 27, 2026.
The assessment comprised the Eligibility Review and Technical Qualification Assessment under Envelope A (Technical and Qualification Submission).
The qualified applicants are Scancom Plc (MTN Ghana), Ghana Telecommunications Company Limited (Telecel Ghana), and Goal Telecommunications Ltd. Infrava Ltd was listed as the non-qualified applicant.
All applicants have been duly informed of the Authority's determination in respect of their applications, with reasons provided where applicable.
Only the qualified applicants will proceed to Stage 3 of the selection process. Accordingly, the Envelope B submitted by the non-qualified applicant will not be opened.
Qualified applicants will be notified separately of the date, time, and venue for the opening and ranking of their Best Price Offers.
Background
The 5G spectrum licensing process formally began on July 16, 2026, when the NCA announced the Request for Applications for spectrum licences in the 700 MHz, 2.3 GHz, and 3 GHz mid bands for the provision of mobile broadband services, including 5G.
The Authority subsequently held a Pre-Application Briefing on Monday, July 27, 2026, providing prospective applicants with an opportunity to seek clarification on the Request for Applications and the Selection and Award Procedure, including the spectrum lots available, eligibility criteria, application requirements, rollout obligations, and the evaluation process.
Eligible entities included licensed Mobile Network Operators, Mobile Virtual Network Operators, Broadband Wireless Access Providers, Internet Service Providers, and 100 per cent Ghanaian-owned new entrants.
The process is part of Ghana's broader efforts to expand mobile broadband services and accelerate the country's digital transformation agenda.
