Ghana reiterates ban on unlicensed cement imports

The Ministry of Trade, Agribusiness and Industry has warned against the smuggling and unlicensed importation of Portland cement, declaring that any such activity is illegal and will face strict enforcement.

In a press release dated October 21, 2025, the Ministry cautioned the general public, importers, and stakeholders within the construction and manufacturing sectors against the unauthorised importation of Portland cement into the country.

The move reinforces the Export and Import (Restrictions on Importation of Portland Cement) Regulations, 2016, which require all entities seeking to import Portland cement for commercial purposes to obtain a valid import license from the Minister.

The Minister, Elizabeth Ofosu-Adjare, has reiterated a decisive position, stating that "no import licenses have been granted since her assumption of office." 

The release clarified that "any ongoing importation of Portland cement without the requisite authorisation is illegal and will attract strict enforcement actions, including seizure of goods, imposition of fines, and prosecution under Ghanaian law."

To ensure full compliance, the Ministry announced it is "working closely with the Ghana Revenue Authority and the Ghana Standards Authority to strengthen border monitoring, conduct market inspections, and intensify enforcement measures." The Ministry emphasised that "only certified and licensed manufacturers and importers are permitted to operate within the cement value chain."

The public is strongly urged to "refrain from engaging in or supporting unlicensed import activities and to promptly report any suspicious importation of Portland cement to the relevant authorities." 

This initiative is described as part of the Ministry’s "broader commitment to protect consumers, support local industry, and uphold the integrity of Ghana’s construction sector."
