Petroleum Hub Development Corporation seals GH₵300m deal with Mannschaft Engineering

Ghana’s Petroleum Hub project has received a major boost following the signing of a GH₵300 million Memorandum of Understanding (MoU) between the Petroleum Hub Development Corporation (PHDC) and local firm Mannschaft Engineering and Infrastructure Systems. The agreement was concluded on Wednesday, August 13, 2025.

The deal positions Mannschaft Engineering to provide financial, logistical, and technical expertise in advancing the ambitious Petroleum Hub initiative, earmarked to be developed on a 20,000-acre site. Under the MoU, Mannschaft will contribute GH₵150 million towards compensating landowners whose properties fall within the project zone.

The company will also oversee the resettlement of communities affected by Phase One of the development while investing an additional GH₵150 million to support the construction of the initial phase.

Speaking at the ceremony, Dr Toni Aubynn, Acting Chief Executive Officer of the PHDC, described the partnership as a breakthrough that would ease the corporation’s financial burden and fast-track implementation.

“This partnership is a tremendous relief. Securing even half of the required funding for compensation alleviates significant pressure on the PHDC and accelerates our timeline for developing the Petroleum Hub,” he said.

Dr Aubynn stressed that Mannschaft’s participation would ensure high-quality engineering and logistical services for the hub’s construction. He also praised the firm’s bold commitment, calling on other Ghanaian companies to back the project, which he described as a “catalyst for national development.”

“I am elated to witness this milestone, the culmination of extensive behind-the-scenes efforts. This MoU secures funding for Phase One compensation, and I am confident that both parties will uphold their commitments. The PHDC is fully dedicated to implementing measures to achieve the agreement’s objectives,” he added. He further conveyed appreciation on behalf of the Minister of Energy and Green Transition and President John Mahama, noting that the government looked forward to seeing the deal translate into action.

For his part, Maxwell Adu, Chief Executive Officer of Mannschaft Engineering and Infrastructure Systems, hailed the hub as a transformative venture that would position Ghana as a continental energy leader.

He said Mannschaft’s vision aligned with the project’s objectives, assuring that the company would apply its expertise in energy and logistics to advance construction of the first phase and strengthen Ghana’s energy infrastructure.

Following the MoU, Mannschaft is expected to release GH₵150 million to the Lands Commission for the initial compensation of affected landowners. The Commission will then issue an administrative fiat, formally confirming the acquisition of the land and outlining the compensation process for displaced individuals and families.

The Petroleum Hub project, once completed, is expected to transform Ghana into a major petroleum and petrochemical hub in Africa, driving economic growth and industrialisation.
