President Museveni orders handover of Kiteezi Landfill to Ghana’s Jospong Group for decommissioning
Uganda’s President Yoweri Kaguta Museveni has directed the Kampala Capital City Authority (KCCA) to promptly hand over the Kiteezi Landfill to Ghana-based Zoomlion Ghana Limited, a subsidiary of the Jospong Group of Companies, for decommissioning.
The directive, issued during a high-profile meeting at State House in Entebbe, aims to allow the Jospong Group, with “vast experience in waste and landfill management,” to lead the decommissioning of Kiteezi.

Speaking to a delegation from the Jospong Group led by its Executive Chairman, Joseph Siaw Agyepong, President Museveni emphasized his confidence in the company’s expertise, especially in recycling and composting.
“Africa must be a unified force, building its own capabilities and not relying on others for its development. Our self-reliance will drive our success,” he declared, underscoring the need for African countries to foster self-sufficiency in critical sectors.
The meeting, attended by high-ranking officials from the Jospong Group, including Mrs. Florence Larbi, Chief Operating Officer of the Environment and Sanitation (E&S) cluster, Mr. Haidar Said, Executive Director of E&S, and Mr. Peter Dagadu, Project Lead for Zoomlion Uganda, also saw the participation of Ugandan officials such as Minister for Kampala and Metropolitan Affairs Minsa Kabanda, Minister Joseph Kyofatogabye Kabuye, and Acting KCCA Executive Director Frank Rusa.
President Museveni’s directive follows recent delays by KCCA officials over legal concerns regarding the landfill handover. Earlier in the week, Minister Kabanda urged city authorities to advance the transfer, stressing the need to engage the surrounding community and to initiate operations by March 2024.
Mr. Agyepong expressed gratitude for the warm reception, stating, “This signals Uganda's commitment to addressing waste management challenges through strategic partnerships with African enterprises.”
He highlighted the significance of this collaboration, saying it marked “a pivotal moment in Uganda’s quest to modernize its waste infrastructure.”
