Education Ministry, eLearning Africa sign MoU
A Memorandum of Understanding (MoU) has been signed to boost digital literacy and formally position Ghana as the host of the 18th edition of the eLearning Africa Conference.
The MoU sets the stage for close collaboration between the Ministry of Education and eLearning Africa in the lead-up to the 2026 conference, and aligns with Ghana's vision of becoming a centre of educational excellence in the region.
The Chief Director of the ministry, Mamle Adrews, and the Leader of eLearning Africa, Rebecca Stronger, initialled the MoU.
Digital education event
In his remarks, the Deputy Education Minister, Dr Clement Apaak, welcomed the partnership and affirmed the government’s readiness to host the continent's premier digital education event.
He highlighted the government's commitment to using technology to transform learning outcomes and ensure equitable access to quality education for all learners.
"This agreement reflects our broader national agenda to embrace innovation in education and strengthen Ghana’s leadership in the digital learning space.
“We look forward to welcoming Africa and the world to Accra in 2026,” the Minister said.
Digital learning
Dr Apaak, describing the MoU as a step forward in Ghana's educational transformation, underscored the importance of the conference in highlighting Ghana’s efforts under key initiatives such as the Ghana Accountability for Learning Outcomes Project (GALOP) and the Education Strategic Plan (2018–2030).
He also demonstrated how Ghana, through the SCALE initiative, had attracted significant international support from partners, including the Jacobs Foundation, Botnar Foundation, UBS Optimus Foundation and leading cocoa and chocolate companies.
“This support is enabling GALOP to reach over 15,000 schools, benefiting two million learners and 64,000 teachers.
“This is more than just hosting a conference. It’s a chance to demonstrate how innovation, technology and partnership can drive real impact in education,” the Deputy Minister stated.
Response
Responding, Ms Stronger expressed gratitude for what the partnership ahead would bring, adding that the 2026 conference would be the second time the event would be hosted in Ghana.
She said it was first held in 2008 and described it as a pan-African event, adding: “The purpose of the host country is to showcase Ghana's excellence in a different field of education.”
Ms Stronger said the conference would bring together the pan-African and the global community in Ghana to show what the country was doing.
“We will be bringing different types of stakeholders from higher education institutions, schools, school associations and also the private sector,” she explained.
She said the signing of the MoU was just the beginning, saying that there was a lot of work ahead, “but we look forward to the partnership and we feel confident that we have great people at our side under your guidance.
