A former Commissioner-General of the Ghana Revenue Authority (GRA), Ammishaddai Owusu-Amoah, has been found culpable by the Commission on Human Rights and Administrative Justice (CHRAJ) for procurement breaches that led to a financial loss of about GH¢9 million to the state.
CHRAJ found that Owusu-Amoah awarded a contract under what it described as “dubious circumstances” to three companies for the supply of vehicles and logistics to the GRA.
As a result, the Commission has barred the former GRA boss from holding any public office for five years.
In its ruling dated October 28, 2025, CHRAJ also referred Owusu-Amoah and the directors of the three companies to the Office of the Attorney-General for possible prosecution for causing financial loss to the state, fraud, and corruption, among other offences.
It also recommended the recovery of the GH¢9 million involved.
The ruling followed a petition filed by a civil society organisation, Movement for Truth and Accountability, on August 15, 2022.
