Complete Elubo-Enchi road or be kicked out - Roads Minister to contractor

The Minister of Roads and Highways, Governs Kwame Agbodza, has issued an ultimatum to the contractor working on the 71.25 kilometre Elubo-Enchi road to complete the project on time or be kicked out.

He expressed disappointment at the slow pace of work by the contractor, Top International Engineering Company (TEIC), after he had been paid GH¢80.2 million mobilisation fee in December, 2025.

Mr Agbodza was speaking during an inspection tour of the project site.

“If we hadn’t paid the contractor GH¢82 million, I will have terminated the contract right away,” the minister added.

He said if the contractor was still interested in the project, he and his representatives must appear before the Ghana Highways Authority within the week.

“There are so many contractors who want this job and if you cannot do it, step aside,” the minister added.

The project which commenced in December last year is scheduled for completion in two years.


And as a result of the delay, residents of the two cocoa-growing towns, especially pregnant women, are being subjected to appalling ordeal commuting from one place to another.

At all the places the minister made a stopover, residents appealed to the government to help make the road motorable to ease their struggles.

Situation

“In fact, this is one of the worst situations since we started monitoring projects.

The worst is that the beneficial owner of this company does not stay in the country, and anytime you call him, he is not in the country.

“You are not a foreigner but a Ghanaian and you cannot take our GH¢80.2 million and when we are looking for you, we cannot find you,” Mr Agbodza said.

He described the current situation of the road as appalling.

“We spoke to women who told us the ordeal they go through, with some actually leading to death,” adding that it was to save such incidence that President John Dramani Mahama prioritised the road under the Big Push project.

Response

Top International Engineering (GH) Limited has acknowledged the concerns raised by the minister, and given assurance of its willingness to cooperate with the ministry and all relevant stakeholders to address the concerns raised.

“We want to say that our company successfully constructed the 56km Asankragwa-Enchi Highway project in the Western North Region, which was completed over 15 years ago and continue to serve the public without any major quality-related issues.

“This reflects our long-standing commitment to quality road infrastructure and our capacity to deliver durable projects in the region,” a statement issued by the company said.
