The Central Regional Police Command has arrested a 49-year-old fisherman, Samuel Armah, also known as “Kofi Nyan”, for allegedly defiling a 13-year-old girl at Mumford, a suburb of Apam in the Central Region.
In a police statement issued in Cape Coast on October 22, 2025 and signed by ASP Patrick Buntum, Acting Public Affairs Officer for the command, the arrest was made after information was received on October 17, 2025, at about 1 p.m. by the Apam District Police Command.
According to the police, the incident occurred on October 16, 2025, when Mr Armah lured the victim into a ghetto at Mumford and committed the act.
The offence was captured in a video that went viral online.
In the footage, the suspect is heard saying the act was to punish the girl for allegedly stealing GH¢800 from him and demanding GH¢200 each hour as “payment”.
In the video, the victim is seen pleading for the act to stop so she could find the money, while Armah allegedly refused and said since she did not have the amount, she would have to comply. Some onlookers appear to encourage the act while others seem shocked.
After receiving the report the police, with support from the Mumford task force, moved to the scene and arrested Mr Armah.
The victim was sent to St. Luke Catholic Hospital for medical examination and treatment.
The docket was referred to the Central Regional Domestic Violence and Victim Support Unit (DOVVSU), where Mr Armah admitted to the offence.
The statement added that four accomplices remain at large. They are identified as Agoogo, Edina, Kwesi Abbam and Agya Ankoto.
The police appealed to residents of Mumford and neighbouring communities to assist with any information about their whereabouts.
