Youth Policy Implementation Plan launched

A four-year (2014-2017) National Youth Policy Implementation Plan (NYPIP) has been launched in Accra to give direction to the development of Ghana’s youth.

The NYPIP,  which was launched yesterday,  would require an initial estimated amount of GH¢212,464,061 for implementation.

This would cover the four thematic areas identified, which are: human development and technology; economic empowerment; governance and leadership; and culture, sports and national orientation.

The initial budget would also cater for monitoring and evaluation, as well as management and administrative expenses.

According to the National Coordinator of the National Youth Authority (NYA), Mr Ras Mubarak, the implementation plan “is a calculated pragmatic response to the challenges facing the youth of Ghana”.

He said the plan comprised a matrix of 19 priority areas that had been compressed into four main thematic areas.

“All Ministries, Departments and Agencies (MDAs),  as well as civil-based and non-governmental organisations, have leading roles to play to implement the policy fully.

“The implementation plan is to ensure that timelines are adhered to and targets met,” he said.

Mr Mubarak stated that advancing the cause of the Ghanaian young woman justified the need for such a stringent monitoring and evaluation project.

“We are not here to curse the darkness. We are here to light the candle to take us through the darkness for a safe future for our young people,” Mr Mubarak said. 

Dedication to late President

Performing the launch at the Azumah Nelson Sports Complex on behalf of President John Mahama, the Minister of State in charge of Public Private Partnership, Alhaji Rashid Pelpuo, dedicated the document to the memory of the late President John Evans Atta Mills.

He urged coordination among regional coordinating councils for the launch of the plan in the regions and also tasked the Youth and Sports Ministry and the NYA to monitor the implementation of the plan, particularly at the grass roots.

The Minister of Youth and Sports, Mr Mahama Ayariga, who gave an overview of the document, said it had been developed through broad consultations involving all stakeholders and so all departments and agencies had a role to play, both at the national and district levels.

He disclosed that to show its commitment to the youth of the country, the government was currently reviewing the youth law, adding that a consistent review of the youth policy each year was very important.

Mr Ayariga also said there were also plans to develop the technical resources of the Youth Authority to make it more vibrant.
