Akoto Osei sets record straight on Single Spine

A former Minister of State at the Ministry of Finance, Dr Anthony Akoto-Osei, has said that he did not advocate a freeze on the single spine salary, as has been reported by a section of the media.

Rather, he said, he called for a suspension of further negotiation on the policy and a deferment of  full implementation of the policy, in support of what was being advocated by the government.

Contributing to the debate on the President’s State of the Nation Address in Parliament Wednesday, he said already the government had stated that it was deferring full implementation and that was what he sought to support.

He, however, advised the government to make labour aware of its intention to defer full implementation.

Turning the spotlight on the fundamentals of the economy, he said with inflation at 14 per cent, the economy could not be said to be sound.

He said the budget deficit and the current account were in double-digits and measures needed to be put in place to deal with those problems.

The member of Parliament for Atwima-Mponua, Mr Isaac Asiamah, said Parliament was “collapsing” under the watch of the President as a result of the failure of the Executive to release funds for its operations.

He said the national purse was under the control of the Executive arm of government and if an important institution such as Parliament lacked funds to operate, the blame should be laid at the doorstep of the President.

Currently, he said, committees did not have funds to engage in their work, while some staff did not have offices within which to carry out their duties.

He accused the President of failing to give hope to the country in his State of the Nation Address.
