Akufo-Addo calls for cautious approach to constitutional review

President Nana Addo Dankwa Akufo-Addo, in his final State of the Nation Address (SONA) on January 3,  addressed the ongoing calls for a review of Ghana's 1992 Constitution, stressing the importance of a measured approach to any potential amendments.

Acknowledging that no constitution is perfect, President Akufo-Addo said despite the limitations of the 1992 Constitution, it has provided the foundation for the longest period of uninterrupted, stable democratic governance in Ghana’s history.

 He pointed out that the constitution, though not flawless, has served the nation well for over three decades.

“There is no perfect Constitution anywhere in the world… with all its shortcomings, I would say that this Constitution has served us well. It has provided the platform for the longest period of uninterrupted, stable, constitutional, democratic governance in our history,” he said.

The President added that while the democratic process can be imperfect and often contentious, it is crucial to recognise that no constitution will satisfy everyone, particularly those who do not fully embrace democratic principles.

He called for careful deliberation on any proposals for constitutional amendments, quoting the Latin phrase festina lente — meaning "hasten slowly."

President Akufo-Addo revealed that he would forward the document from the Constitution Review Consultative Committee, along with the suggestions and concerns raised, to the President-elect for his consideration.

He added that “This would guide the incoming administration in approaching the review process”.

In reflecting on Ghana’s electoral progress, the President commended the country’s democratic maturity, pointing out that the recent 2024 election marked the ninth time Ghana has held a presidential election since the adoption of the 1992 Constitution. 

He lauded the peaceful conduct of the elections, highlighting the concession by the losing candidate and the timely congratulatory message sent to the winner, a rare occurrence in global elections.

However, President Akufo-Addo acknowledged the instances of post-election violence and stressed the need for improvement in how such incidents are handled by the police.

While he praised the Ghana Police Service for their role in overseeing the elections, he called for a re-examination of their methods to ensure future incidents are contained more effectively.

Looking ahead, the President expressed hope that Ghana would soon reach a point where elections would be conducted with less tension and no unnecessary violence. 

He applauded the work of the Electoral Commission, led by Jean Mensah, for ensuring that the 2020 and 2024 elections were conducted efficiently despite challenges.

He also congratulated President-elect John Dramani Mahama on his victory in the December 2024 elections, wishing him success in his second term in office. 

President Akufo-Addo assured Mr John Dramani Mahama of his support and the support of all well-meaning Ghanaians as he prepares to assume the presidency once again.
