Unit committees have no mandate to enact bye-laws — DCE

The District Chief Executive (DCE) for Wassa East in the Western Region, Mr Anthony Emmanuel Aggrey, has stated that members of the unit committees and area councils have no mandate to enact laws or bye-laws as part of their responsibilities.

Rather, he said, the area councils would be responsible for assisting the assembly in the mobilisation of revenue which has been a major development challenge in the district, preparing budget for approval by the assembly and also be responsible for the day-to-day administration of their jurisdictions.

“Let me sound a note of caution here that do not engage in activities that would cause or create disaffection between you and your electorate. Always remember there are limitations to what the law mandates you to do,” the DCE advised.

Swearing-in/revenue

Mr Aggrey, who gave the caution at the inauguration and swearing-in of members of the Ateiku and Enyinabrim Unit Committees and Area Councils at separate functions, said the members were better positioned in their respective communities to know the revenue potential than the assembly’s revenue collectors.

“So your assistance to our revenue collectors is highly anticipated. I must inform you that the area councils will be retaining 50 per cent of all revenues collected for development programmes in their areas,” he indicated.

The DCE explained that the more revenue they collected, the more ceded revenue they would retain and added that as agents of social mobilisation they would also be required to collaborate with traditional authorities and other organisations in their work.

Respect to Nananom

“Please, respect the traditional rulers, give them their due and I hope your tenure as members of the two bodies will be successful,” Mr Aggrey said.

He declared, “I will also like to appeal to Nananom to give you all the necessary assistance you will need, since it is through this collaboration that the development of your area will quicken up.”

 The DCE urged the members to invite organisations such as the National Insurance Authority (NHIA), the National Commission for Civic Education (NCCE) and Social Welfare Department to their community durbars for them to enlighten the people on issues of concern.

“I am also pleading with you to continue to engage with your community leaders, organisations and the electorate on frequent basis as that would promote good governance and the participatory approach to democracy,” Mr Aggrey appealed.
